The Dubai Civil Aviation Authority (DCAA) was established in 2007 pursuant to Law No. 21 of 2007, as the successor to the Department of Civil Aviation that was established on 18th March 1971.
The Department of Civil Aviation was established in 1971, inter alia, to oversee, under the direction of the Ruler of the Emirate of Dubai, all civil aviation matters and to implement the laws and regulations in Dubai on the said matters and supervise the implementation of the convention on the management of Dubai International Airport between Government of Dubai and I.A.L.

DCAA has adopted the Dubai Strategy 2021 that established a clear route towards a smart and sustainable city, which occupies a leading status on the global economy map under the patronage of its leaders whose first concern is the prosperity of the individuals and solidarity of the community, and cascading this vision on our objectives to achieve it throughout the aviation sector. Dubai Civil Aviation Authority has set a clear strategy that supports the unified vision, which enhances Dubai’s’ position at the international level, a culture of constant compliance with the requirements of safety, security, environment, and social responsibility. In addition, the Authority’s strategy has focused on strengthening correlations with its strategic partners, especially the regional and international aviation organizations through cooperation and partnerships.
